(keitai-l) tsutaya ads

according to the following article Tsutaya (an official i-mode site) tested
and is thinking of placing ads on its mobile site.

http://www.japantimes.co.jp/cgi-bin/getarticle.pl5?nb20000831b2.htm

I thought that official sites were not allowed to have ads because i-mode
would not be able to control the content.

Can an official site build a member database, then leave the official site
with the database? (maybe this is their idea?)

Another thing not discussed in the article- How much overall traffic would
decrease if ads are added, thereby lowering their predicted pageview
revenue.
