Are you using Windows 2000? If you are, TextPad http://www.textpad.com and
EditPlus http://www.editplus.com/ handle Japanese without problems as long
as you set your system locale to Japanese. I'm not sure about entering
Japanese on other version of non-Japanese Windows.

Hip hei!

Can anyone recommend a text editor that can open/save documents using
Shift_JIS encoding for *non-Japanese* Windows?

Cheers,
