My personal acid test will be the adoption success/failure of multi-
lingual domain names (whenever they actually come on-line).  Without
a solidly defined metric, I find that arguments tend to be entirely 
cultural ("Japanese phone books are so much smaller" arguments skirt
the boundary of "solidly defined metric" IMNSHO, but I'll make a note
to add that into my rhetorical repertoire.
