It's not quite that cheap. Last I looked into it, 1.5 Mbps ADSL
would cost me about 2200 yen for the DSL service, 1700 yen for the
line charge, and 450 yen for the ISP. If you are already paying
for a telephone, you don't have to pay the 1700 yen line charge.
But you're still paying for the line, just on your telephone bill
instead of your ADSL bill.
