The easiest solution is probably to send higher resolution pictures,
though this may involve buying a new phone that can take those higher
resolution pictures (and going with someone who's not Docomo, who won't
let you send those high-resolution pictures--sigh).

The second easiest is to ask the user at the remote end to use the
resize feature of his picture-viewing program to make the picture
bigger. (I do this with the '>' key in xv, for example.)

The third easiest, if you can't find a pre-existing service, is to write
a little mail filter that will resize the picture for you (ImageMagick
is good for this sort of thing) and install that on some mail server you
have control over. This is not too hard if you know all about Internet
e-mail and make good use of perl modules, but is probably not for the
faint of heart.
