If you are talking about SIM card used by mobile phones then I confirm.

This is fully illegal to clone such a device.

Anyway, as far as I know, the SIM card is tamper resistant and there
is no way to clone the sensitive information.

We have a similar related issue! There are lots of info and tools for SIM
cloning around e.g. http://www.simemu.com/ but all look very illegal.
