Why - cost, market demand, battery life, technical hurdles.

When - probably never.

It should be recalled that the first dual frequency handsets (GSM) were built not because customers wanted them, but because a cellular operator had been granted spectrum in both the GSM900 & GSM1800 bands, and wanted to maximise usage.

So, for a dual format, WCDMA / CDMA2000 handset, we need the operators to have a need for them. The only possible option could be is roaming for customers, and practically every market that has one tech, also has the other as well so there are already roaming solutions available.
