Under the guidelines, the biggest carriersNTT DoCoMo (NYSE:DCM - News), 
KDDI (kddif.pk.PK) and Softbank (sftbf.pk.PK)will be required to lease 
bandwidth to newcomers that ask for it. That will let companies of all 
kinds offer their own wireless services without incurring the hefty startup 
costs of setting up a network.

However Docomo says "We're not considering any MVNO arrangements,"
