I agree with Paul that ensuring W-CDMA adoption is probably a central reason for NTT DoCoMo's international expansion. This will give them 1. long-wanted roaming. 2. expansion of W-CDMA per se (Qualcomm has several of the basic CDMA patents, but DoCoMo and other companies also have patents that can bring in licensing fees).
