Try this URL. DoCoMo launched the site earlier this week. There are two
different programs, DoCoMo Value and Link to DoCoMo. (One is a certification
program for third party vendors, the other is for more collaborative
developement, I think.)
Also mentions a mobile development center that they will set up.
