I`m quoting from Neilsen NetRatings Japan here.

At the end of last year  40.2 % of users use only voice, 16.9% Mail and
voice only, 37.3 % Mail/Web and Voice, the remaining 5.6% use data only.

If you look at the age breakdowns you`ll find, not surprisingly, older users
using the phone for voice more.
76.5% of over 60s compared with 24.3 % of 13-15 y.o. using the phone for
voice only.  Also an interesting trend, the data only users by percentage
increases by age of user, something that is also borne out by some
independent research we have done on the user population.

Now I am even more suspect. I have a really hard time believing a majority
of
i-mode users don't use voice.
It's the other way around: a majority of i-mode users hardly use data beyond
email. Where is this report? I'd like to verify their original data.
