Who is responsible for imode in AT&T?

AT&T Wireless is ...

DoCoMo gave them cash, hired consultants and i-bankers, but business case
isn't so favorable. Can "they" make i-mode-enabled (large-screen,
light-weighted) handsets available for under $99? Can they offer flat-rated
service?

Can they make i-mode service more convincing than one like below?

AT&T Wireless has nearly 16 million subscribers. (Sprint PCS, 12 million)

Japanese tend to look down such a service as "low-tech". But think if all
voice calls and voice portal services were flat-rated - as they are,
effectively, in the US. DoCoMo has been successful with "metered-service" in
Japan (as NTT has been). Mr.Natsuno's book doesn't provide a clue how i-mode
can be a hit outside.

Would make an interesting case for b-school students.
