Or use Java's JAI (advanced imaging API).  Does a lot more than just
encoding and decoding (GIFs, JPEGs, etc etc).  Also great with colormap
transformations and any sort of imaging operation you may want to do.

They may be integrating this API into the distribution in the upcoming J2SE
1.4 (otherwise installs nicely in the jre/ext dir as a separate package).
