They'll do what they did fairly recently, change the number of digits
allowed in a number.
NTT will only have a problem if they get to 12 digits, currently; that is
the limit for a lot of equipment as that is the limit for a national number
in the E.164 number scheme (if I remember correctly, it has been a few
years).
