Risks:

- If your phone stops working, you may be unable start your car.
- If you park your car where there isn't phone service, you may
  be unable to start it again.

That appears to be a proposed future addition.

Risks:

- Cutting the engine makes a car hard to control (especially if
  the driver has got used to power steering).  This can result in
  a collision.  
- In the event of a collision, rescuing the thief from the wrecked
  car becomes more difficult because it's locked.
