Also, operators need to cash in quickly as 3G license fees have made
their balance sheets look ugly. GRPS and new services create a new
revenue source for operators, and people might actually start using all
those already developed WAP services. GPRS, and later EDGE, is a very
cost efficient and realistic short-term alternative to UMTS.

And no, the 5510 doesn't have GPRS support.

Maybe there are two other reasons, rather than just spectrum costs.
Afterall, they have already spent the money for the 3G licenses (maybe
you saw the recent legal battle between Vivendi and the French govt over
payment problems...).

My understanding is that wCDMA requires the installment of a completely
new radio access network, whereas GPRS only requires an upgrade of
existing equipment (plus installation of a few bits and pieces like
GGSN/SGSN).  The required investment is orders of magnitude greater.
