I don't think so. WCDMA exists primarily to try to avoid Qualcomm's
licensing for CDAM 2000; however, with the finding that WCDMA falls under
Qualcomm's patents, that reason is no longer valid.

4G systems under development today are making use of PHS technology to allow
deployment without requiring allocation of spectrum to specific operators.
This will change the licensing situation considerably, and avoid the major
spectrum waste that occurs with current 1, 2, and 3 G systems.
