I think that the point of the system is not that it's going to disable
all cameras, but that it gives you the ability to let someone *keep* his
camera-having device rather than taking it away from him while he's in
the area where he's not supposed to be taking pictures.

Looked at this way, it's fine even if only a few phones support this
feature. If your phone, PDA or other device does support it, you get
to keep it with you. If not, you have to turn the device into security
while you're in the area, and you get it back when you leave.
