SPAM is a very big problem in Japan, and also one-ring calls...

The carriers, and regulatory authorities are constantly working
against SPAM and DoCoMo has changed it's charging mechanisms, and
also taken some spamming companies to court and won the cases against
them. As on the internet SPAM on the mobile network is a huge problem,
however, I think it's a bit better to control since there are only
a few network operators which have control, while on the regular
wired internet there is no one in control as the carriers are in
the wireless space.
