Although there are examples of Flash menus on DoCoMo, Flash Lite 1.0 is 
hobbled by a lack of support for external variables and caching 
annoyances:

Flash Lite 1.1 in AU and Vodafone mobiles opens up the possibilities 
somewhat by supporting loadVariables, etc. but still doesn't cache your 
position in the Flash movies making complex menu navigation 
frustrating.

Interestingly, the Flash Lite 1.1 player is supposed to included 
support for SVG Tiny although I haven't been able to get SVT-T to work 
on AU. With Vodafone announcing global plans for SVG 
(http://www.xml.com/pub/a/2004/08/18/sacre.html), perhaps I'll have 
more luck when Vodafone launch their Flash enabled 3G mobiles later 
this year.
