Well, the basic IP is owned by a British company, but you could well one
day (though probably not right now) be using a StrongARM (DEC, since
sold to Intel) or XScale (Intel) ARM processor, or one from another
American fabricator.

It's likely that no matter what CDMA-like technology you use, you're
going to be paying patent fees to Qualcomm. Don't they also have patents
on some of the WCDMA technology? All of these standards tend to be a
nasty little nest of patent-sharing.

Possibly PHS phones are also pretty low in patent fees going back to the
U.S.
