You can still become an official site even if you are offering services
for free. Culture Convenience Club (best known as "Tsutaya Online")
is an example of this. But you still have to go through all of the
buracracy....

Anyway, given that you don't mind spending a bit of money on this (it's
going to cost you in man-hours even if you use "free" sofware), get in
touch with Theta Music (thetamusic.com--no association with me; I've
barely even talked to any of them) or someone similar and ask them about
help converting this stuff.
