I've often roamed on White Plan and found it to often double my usual  
bill.

The only thing I could recommend is to check which carrier you roam on.
When you got your phone it came with a booklet which lists up the per  
minute rates for each network.
There are often several to choose from and offer quite different rates.
Of the top of my head, Vodafone, in it's various regional  
incarnations, seems to be the best value.
