Making public the criteria for becoming an official site and opening the billing system for 3rd party use are 2 totally different things. The first is true (though we'll see how well it's enforced, as the gov't has a very bad record of making NTT/NTT DoCoMo actually DO any of the things determined to be fair/right).

They're not terribly popular, as 3rd party billing systems themselves aren't that popular. But nevertheless, the most common form of online payment for the Internet in Japan is via credit card.

No. You could try billing yourself, if you wanted to.

There is always a fraud risk. Many of the wireless credit-card payment options are derived from existing web-based payment services, so there are similarities. The better services make the payment process as simple as possible given the input/screen of wireless.
