You don't need roaming to sell a WCDMA phone from Asia into Europe. If the
standard is supported, it will work with a SIM from any market - same as for
GSM phones today. As long as the phone complies to the standard and have
been ETSI approved and certified, you can sell that phone in the EU markets
and all other markets requiring ETSI approval.
