(keitai-l) iAppli development

Hi

I've heard a rumour that there's a "dual SIM" phone available in Japan now, 
to which it is possible to download iAppli applications over a serial cable 
for testing.

Is this true? If so, what's the equipment, what does it cost, and where 
might I get it?

If not - are there any other options which might enable someone outside 
Japan to develop, test and demonstrate iAppli apps on real kit?
