I don't think the memory restrictions of iappli would prevent you from
writing a decent pop email client.  Retrieving messages from a pop server
and parsing them is simple (as you must already know since you've written a
imode pop client) and doable  within the 10K code size restrictions of
appli.  Iappli's also have 10K of persistent storage and email messages
should compress nicely, so you could store a fair number of messages on your
phone.  However, iappli's are only permitted to connect to the server from
which they were downloaded.  Thus, your client would have to reside on the
same machine as your pop server in order to work.   Alternatively, I suppose
you could write a proxy service that runs on the machine from which your
client was downloaded and use that to connect to other pop servers.

Netvillage (www.netvillage.co.jp) offers (for a fee) an iappli called remote
checker that allows you to download messages from pop servers and store them
on your phone.  I haven't used it, but based on my experience with remote
mail, which is their i-mode/ez-web version of the product, assume that it
would be quite good.
