I would guess the first ISPs to be allowed- AOL, then other NTT group
companies, OCN, then other large ISPs, Nifty, So-Net.
Supposedly J-Phone already allows ISPs on, I think the Japan Teleom ISP ODN
is on it. I haven't seen any information on how to get apply to be allowed
on.
Will this be similar to how to get listed as an official site?
