Right. It hadn't occurred to me, but if FOMA got down to being not
too much more expensive than the standard Docomo offering, I'd
certainly consider switching to it--and paying a little more--just
to have better voice quality.

The poor quality is particularly annoying when you're trying to
understand Japanese, and you don't know Japanese very well.
