Yes there are programs out there and some are in English. According
to what I know the N21i is very similar to certain Japanese models so you
should be able to use programs from over here. Most of those English programs
should be available to Content Providers for the i-mode menu. (But I tired
them and they failed on my own midi files but worked with a few special other midis
I prepared).
Here at my company I've made tools in Japanese (and English) for just that.
If your interested email me back and we can start a new project for MFi conversions
specifically for the N21i.
I could make you a version for the N21i that does the basics (for either
linux or windows).
As for creation tools... I've seen some in Japanese but I don't think
I've seen any in English yet.... yet.... maybe never.
