(keitai-l) Japanese Java Charset?

I understand Java for i-mode and other Japanese phones will actually use
Shift-JIS as the internal character representation instead of UCS-2 / UTF-16
which has been used by all other Java from the start and is part of the Java
standard! Is this really true?
