Sorry for belaboring this point, but 91% of the packet charges, or 91%
(approx) of the monthly fee? I think a service provider would LOVE to
get 91% of the packet charges.

For 91% of the packet charges, I'd drop my monthly fee to near-zero,
especially if I had pictures or movies on offer :-)
