Not sure.  I've now fixed my problem by hacking Turbine so it doesn't 
append a content-language header.

I'm fairly sure it's Shift_JIS.  Either way I think it was the addition 
of the Content-Language header that seemed to play havoc with the AU 
phone.  Removing it has solved our problems.
