I don't know about that behavior. Anyway, I tried to test as follows:

test strings:
KANJI1 KANJI2 ABCabc
~~~~~~~~~~~~~
~~~ as encoded blocks

- test 1
  * encoded including white spece
  * unhold subject

encodes strings:
=?ISO-2022-JP?B?GyRCJCIkKyQ1GyhCIBskQiRPJF4kZBsoQg==?= ABCabc

results:
DoCoMo (F503iS): ok
EZweb (A5304T) : ok
PC (Wanderlust): ok

- test 2
  * encoded including white spece
  * hold subject

encodes strings:
=?ISO-2022-JP?B?GyRCJCIkKyQ1JD8kShsoQiAbJEIkTyReJGQkaSRvGyhC?=
 ABCabc

results:
DoCoMo (F503iS): KANJI1 KANJI2ABCabc
EZweb (A5304T) : KANJI1 KANJI2ABCabc
PC (Wanderlust): ok
