I visited the site, and actually joined their service
from my Vodafone handset, and all that I see is a
pretty typical chaku-melo (ring tone) service. You can
make requests, and their people will try to fill them,
but I did not see any application to create your own
melodies.
If you are interested in that, I suggest that you
contact Paul Lester offline--I sampled a product that
his team was working on quite a long time back that
allowed a user to create their own melodies quite
simply, using a Java application on the handset, in
combination with a server application.  It was pretty
cool, but I haven't heard what ever happened to it.
