Maybe, but it's not possible to tell without knowing
geographic coverage, reliability and other details.
It is misleading to say that a rate is flat-rate
if it is not flat.
It's like a rental car with "unlimited mileage" where a
footnote says you that you have to pay for every mile
above 100 miles/day.
