I dont know if the usage of non-official sites is representative of what 
percentage of people are actually going to the non-official sites. I would 
assume that someone who uses the non-official sites, uses more packets than 
their official-site only counterparts. It depends on what your model places 
value on, packets being transfered, pageviews, or number of unique users.

If you include all the free homepages, bulletin boards, and chat sites not 
indexed by search engines the number is closer to 1 million.
