IE and Netscape let you change the character encoding, but the
document character set for HTML is always ISO 10646 (almost the
same thing as Unicode).  (This means, for instance, that numeric
entities always refer to code points in ISO 10646.)  For i-mode,
not only is the character encoding fixed as Shift-JIS, but the
way numeric entities are interpreted means that the effective
document character set is something weird based on that.
