Some network operators/service providers include WAP in almost all
their calling plans - so that increase may represent 12 million sales
of WAP-capable handsets, not 12 million people actively choosing to
subscribe to a WAP service.  (You may remember that i-mode subscriber
figures are somewhat inflated since it's almost automatically included
in new DoCoMo subscriptions.)  Also, the operators are probably not
reporting new figures every month or so, so that increase may 
represent a few large operators reporting the last 6 months' or year's
figures.
