We are based in Tokyo, Akasaka currently about 20 people, and have been
doing web-based mapping for over 5 years.  Mostly corporate stuff but
also Seven-Eleven, Shobunsha Mapple Locator, etc. on the public access
side.  These are larger clustered systems with greater than 10 servers.

The smaller the screen the more difficult the map "authoring" and of
course a postage size map can only really help you the last leg of
journey.  To do this you need to have appropriate map content.  In this
case that pretty much means road centers rather than width and also
label data that you can dynamically place.  This means not static label
data.

There are a number of opensource mapping engines available such as the
Mapserver project at http://mapserver.gis.umn.edu.  But there is
significant learning curve with getting this stuff up not to mention
getting you hands on the data.

Also, any dynamic map rasterization has to deal with the Unisys LZW
patent issue.
