Why GPRS? Well, lessons are learned about the tech migrations within the
users e.g. look at the States what happened with their TDMA (IS-136)
Evolution. Cellular Packet Digital Data (CDPD) is a cost-efficient add-on
for TDMA operators, because similarly to GPRS, only a small functional
upgrade of base stations is necessary.  Also, similarly to GPRS, CDPD is a
packet data network and can run IP apps. Nevertheless, in the early days of
CDPD, this system was mainly used for vertical apps, and as always funnily
enough there were no devices or services available for the network. At the
very same time 'wow' WAP emerged and because of the hype, the operators
started to explore the ways of bringing CDPD to the mass market. In May
2000, AT&T introduced its PocketNet service, running WAP like HDML services
over CDPD. Hence, consumer-oriented devices appeared at the same time, and
suddenly CDPD had become a consumer network technology. However, an
interesting aspect of this re-launch of CDPD as a consumer-oriented network
was the consumer's choice of handsets. Most people purchased a
voice-oriented handset in the low-end price range and saw the mobile
Internet features as bonus! While developers might have wanted a bigger
spread of the high-end handsets, the consumers were not ready to spend the
extra money! Hopefully this illustrates you the importance of people
abilities to adopt new technologies - even if there's something new that is
useful and compelling, the users need to be slowly migrated into these
technologies!

I have seen and talked with Finnish and Scandinavian
countries and I get the impresssion that they are
betting on GPRS to be big.   It is partly because they
did not have to play for liceses for that spectrum
unlike 3G licenses.
