there are a lot of "understandable" reasons that some messages
fail to deliver, like invalid or filtered-out messages (even
you exclude the spams).

as we discussed before, another reason is the handsets aren't
always reachable, because travel out of coverage, powered off,
or damaged.  these messages don't distribute evenly (only to
some handsets), so users won't have that bad experience.

it's about 1% or 2% in Japan.  i-mode may lose more messages
because it doesn't have retry, and it has a relatively small
mailbox which may overflow within a couple of days.

all Japanese carriers allow user retrieval of messages within
30 days, if the mailbox isn't flooded.  it helps a lot.

the inactive prepaid accounts result many undeliverable messages
in Europe.  not a problem in Japan.

why many dead messages in the US may be because they have many
small networks and forward messages across IS-41 borders is more
difficult than GSM (very easy).  things are improving when more
and more messages are carried over IP networks.
