I don't remember seeing a European figure, but afaik UK operators don't 
give any guarantees or SLAs for message delivery. At least one SMS 
aggregator does offer SLAs (95% delivery) but I'm not sure whether this is 
because they've managed to wheedle an SLA from operators or based on rates 
of delivery that they're comfortable they can maintain.
