Well- this happened to me once.

Take out the battery. 

Let it dry out- if you have the tools- open up the phone and dry it as
best as you can.

If there is water in the phone when you try to power it on, it will be
toast!

    Well this has happened to a friend of mine (will remain nameless).
Immediately after shut it off. (Usually the keitai will not turn on at
all after getting soaked!)
 Dry it on the outside as best as you can.  Let it sit and the water on
the inside will hopefully
evaporate.
