The requirements are by no means confidential. Simply toss your pitch at the
Gateway Biz Dept. folks. But make sure that--as Ren says--it's gonna be
obvious to Natsuno-san et al what value your site/service is bringing to
i-mode surfers. (And NO Chat or ads!)

I am not overly knowledgeable regarding the conditions DoCoMo lays down for 
official sites (mainly because I am told they are confidential), but I can 
assure you they are incredibly strict. For one thing you must be a 
Kabushiki-gaisha. I have heard there is a list of requirements as long as 
your arm. Maybe that is the reason behind there being almost 10,000 "katte 
sites" (unofficial sites), but only 550 or so official ones. (see below 
article).
