As reported elsewhere there is some variance in JVM implementation:

Achilles Heel is Incompatibility of Java Applets

Despite all this enthusiasm for Java phones, there are still a couple of
problems that need to be dealt with. The first concerns the compatibility,
or rather the lack thereof, of Java applets.

In order to create its Java environment, NTT DoCoMo has chosen to use K
virtual machine and connected limited device configuration technology
developed by Sun Microsystems. However, NTT DoCoMo has altered the "profile"
API set that controls the CLDC to suit its own specifications. What that
means is that it is very likely that Java applets developed for i-mode
phones will be unable to run on the EZweb or J-Sky phones marketed by
competing companies.

Work is ongoing to make mobile information device profile the industry
standard profile, but because the standardization process is unlikely to be
completed by the time NTT DoCoMo launches its Java phones later this year,
the company has decided to incorporate its own profile, similar but not the
same as MIDP, in its Java phone handsets.

In response, according to an IDO manager, the KDDI Group, to be launched on
Oct. 1, (as a result of a merger between the three common carriers, IDO
Corp., DDI Cellular comapanies and KDD Corp.), will employ the profile set
to become the world standard, but it might also use the profile being used
by NTT DoCoMo. This shows that the telecom companies themselves are
grappling for ways to try and make their phones compatible. J-Phone is
likely to opt for the global standard MIDP specifications for use in its
phones.
