Dan,

I dont think this is quite what you had in mind, but  I heard on CNBC the 
other night that Marubeni Telecom was going to be starting a digital folder 
service for keitais. You can have your own storage area for ringing tones, 
probably mp3s etc on their servers. (dont know if its 100% legal or 
not....)
Dont know if the storage area will be public or private either.  Could all 
just be talk. Japanese companies like putting out press releases months 
before they actually release a product (eg. sony bank, L-mode)
