It's short for 'keitai denwa'. 'Denwa' means phone.
The word 'keitai' is written with two Chinese characters, the first, kei,
means 'to carry in your hand', the second, tai, means 'belt'.
That is, 'a phone you carry in your hand or attached to your belt'.

A lot more to the point than 'cell phone' !
