That's not entirely correct Paul, to technical to go into detail here but
there is no PrePaid system that can do proper real time billing. The
introduction of 2.5G (and subsequently 3G) is forcing more or less all
western Telco's to switch from the current CDR billing systems to packet
enabled systems

Real-time billing (actually, it is fulfillment) is already there for PrePaid
on GSM. This is not a specific
UMTS thing.
