This is the case today as the tourist is charged finally by his home
operator and the charges finally depend on the mark-ups of the home network.

if the user is recognised as European (transcontinental user) and 20
cents if the user is Australian/American/Asian/African (intercontinental
user)."

Then a public phone box has never originated from outside the country......
